
Along a 35-acre stretch of the Chicago River, the Julia C. Lathrop Homes stand as one of the city’s most significant examples of early public housing design. Originally constructed in 1938 under the Public Works Administration, the development is now undergoing a multi-phase transformation into a modern, mixed-income community—one that carefully balances historic preservation with contemporary performance and sustainability.
As part of this ambitious effort, Candor Electric served as the electrical contractor for Phase 1B, playing a critical role in modernizing the infrastructure within several of the site’s historic buildings. Working in collaboration with developer Related Midwest and general contractor BOWA Construction, Candor helped lay the electrical foundation necessary for the next generation of housing at Lathrop.
Rehabilitating nearly century-old buildings presents a unique set of challenges—particularly when it comes to electrical systems. Existing infrastructure must be replaced or upgraded to meet today’s safety codes, capacity demands, and energy standards, all while preserving the architectural integrity that defines the property.
Candor Electric approached this challenge with a blend of technical precision and sensitivity to the historic environment. Service entrances were upgraded and reconfigured to support modern residential loads, while new main distribution panels, branch panelboards, and metering systems were introduced to align with the needs of a multi-unit community. These upgrades ensured that the buildings could support contemporary living without compromising their original character.
Inside the buildings, new feeders and branch circuits were installed throughout residential units and common spaces. Routing this infrastructure required careful coordination, with conduit and wiring concealed wherever possible to maintain historic finishes. At the same time, load balancing and system design were engineered to deliver reliable, efficient performance—supporting everything from modern appliances to high-efficiency HVAC systems, with capacity for future growth.
Beyond core power distribution, Candor Electric’s work extended to the systems that shape daily life for residents. High-efficiency LED lighting was installed throughout interiors and exteriors, improving both energy performance and visual comfort. Occupancy and vacancy sensors were integrated to reduce unnecessary energy use, while multi-location switching enhanced usability within residential units.
Life safety systems were also a key component of the scope. Weatherproof exit signage and emergency lighting were installed to meet code requirements and ensure safe egress under all conditions—an essential upgrade in buildings originally designed decades before modern safety standards.
The Lathrop redevelopment is designed to meet LEED for Neighborhood Development (LEED-ND) Gold certification, reflecting a comprehensive commitment to sustainability at both the building and community level. Candor Electric’s work in Phase 1B directly supports these goals, from energy-efficient lighting and controls to electrical systems designed for long-term operational efficiency.
By aligning infrastructure upgrades with broader environmental objectives, Candor helped ensure that the historic buildings are not only preserved, but also positioned for high-performance operation well into the future.
Phase 1B represents a pivotal step in the larger redevelopment, which will ultimately deliver approximately 800 mixed-income units across multiple phases through 2026. By modernizing electrical systems within the historic structures, Candor Electric helped establish a reliable and scalable foundation for continued development across the site.
